Walsh to Introduce Legislation Exempting Luzerne County from Enhanced Vehicle Emission Inspection, Maintenance Program

HARRISBURG – Rep. Jamie Walsh (R-Luzerne) today announced he will be introducing legislation to exempt Luzerne County from the enhanced vehicle emission inspection and maintenance program (I/M Program).
“This legislation would remove an unnecessary financial burden for many area residents,” said Walsh.
In 1990, Congress amended the Clean Air Act to include a requirement for an enhanced emission inspection program. By 1997, Pennsylvania initiated the I/M Program across the Commonwealth. The primary goal of the program was for Pennsylvania to meet the guidelines set forth by the federal government regarding air quality and air pollution.
“Although it was created with good intentions, the program has become antiquated over time with the adoption of improved manufacturing standards and technological advancements that have led to more fuel-efficient and less pollutive vehicles,” said Walsh. “As such, it is unnecessary to subject residents to costs associated with inspection fees related to the program. For example, the minimum waiver expenditure for an emissions inspection can cost anywhere from $150-$450. This money could otherwise be used for essentials, such as housing or groceries, rather than fees to meet outdated criteria.”
Walsh anticipates formally introducing the legislation in the coming weeks when the House returns to session. He is currently circulating a co-sponsorship memo to colleagues to gain support for the legislation prior to its introduction and assignment to a standing committee.
